Because of the potential for civil unrest, governments are small polises that are fluid and responsive to the dynamic movements of local concerns, and does not gel well with a larger government. Despite this, Riverwyrm cities maintain strong alliances, and disputes between governments are always settled in court, not on the battlefield. It’s important to note just how varied Riverwyrm cities can operate. Some have become very capitalistic, although the wealthy cannot use their influence, as time and time again, the populace easily and willingly pulls out the guillotine for corrupted politicians and the oligarchy that bribes them. Additionally, strong unions limit the amount of capital that flows to the business owners, and taxes are kept high. Some small towns operate without an official government, and rely on self-government. While disputes do arise, the townsfolk maintain strong social relationships to be able to weigh in and run a jury. And some Riverwyrm cities are sympathizers of raiders and crime. They often have strong mafia-like guilds that harbor fugitives and criminals, but boast high capital punishment convictions and make sure to tend to the whims of the unaffiliated within.
